I tried numerous times to activate the sim card only tobe billed for it without the activatio fully going through. How do I cancel this and get a refund?

If you activated the SIM, picked a new number and billed, Then your SIM has been activated so reboot your phone by powering it off by holding down the power button then power off.
Unfortunately, PM is a prepaid service so there are no refund.

did you try the sim card to see if it connects to PM network?
you can open ticket with PM CS agent and have them to complete the activation or try to ask for refund

After ticket is submitted, make sure to check your Community Inbox(top right corner envelope icon) periodically for response from PM
