I receive no service in my condominium building (50+ floors, Toronto), what else can I do to be able to take calls as a work around to this?

@echf actually PM users can also use the Telus Network Experience app to report network issues. It's available for Android and for iPhone.

Unfortunately, many new condominium (<2-5 years) in Toronto right now all have bad reception. You can try to report this problem to moderator. It take times for carrier to improve the reception, so don't expect your reception will improve anytime soon.
Public Mobile has the same network as Bell/Telus/Koodo/Virgin Mobile/PC Mobile. So switching to those company won't help your situation. You can try Rogers/Fido/Chatr, but if you are in a new condominium, it is likely that they have bad reception too! 😞
There are workaround solution above, and you can try those.
If you don't like those solution, you can switch to some carrier that support VoWiFi (your phone also need to support it). VoWiFi mean you can make calls using your WiFi network! The call you make via WiFi is identical to the one you make via cellular network (Same phone number and same price). Bell/Telus/Virgin Mobile/Rogers/Fido currently support it. No plan for Koodo and Public Mobile to implement VoWiFI right now.

@tylor as @imm1304 mentioned, you can configure Hangouts Dialer to send your own mobile number as the outbound caller ID info. [only when you run it on your phone--I can never get the https://hangouts.google.com web version to send anything other than an unknown or random number.]

The phone should be able to auto negotiate LTE/3G. At work, there are parts of the building where I am pushed off of LTE onto 3G. I think the problem here is the height. I would imagine that towers are generally pointed lower than 50 floors up. They must have to use repeaters in talller buildings (not sure).

Preferably I didn't want to have a new caller ID.

Try disabling LTE on your phone to force it to connect to 3G/WCDMA. 3G band is known to have better coverage in harder to reach places.
Also, instal a free voip calling ap such as Fongo. This app lets you select a new local number and allows free calls across Canada and US. When at home, remember to forward your public mobile phone calls to your Fongo number. Since Fongo app will be working fine using your home wifi, all incoming calls should ring via Fongo app on your phone.
For outgoing, you can use the Fongo app and it will show your Fongo number on caller ID. Or, you can use Google Hangout dialer app which lets you display your mobile number in caller ID.

i would advice trying on with other sim. I have issues with my reception, but it has to do with my LG G3.

Is that just your condomium you having issues or you been having issues others places too
I also notice iOS usually have fewer bars then android
