You could try steps 1-8 here.

Resetting your MMS

May be a bit different if youve upgraded your androis os.

@jessica_quintal  A restart wouldn't hurt. After the restart test to see if you can receive an mms text. Don't forget to turn data on.

@Great Neighbour

It's not in order because I had to divide the entire thing into two screenshots. But these are my settings.. some of them I've never seen before

@jessica_quintal  Change APN type from default to the following:

APN type: default,mms,agps,supl,fota,hipri

@jessica_quintal  Post a screenshot of your APN settings.

Have you compare your apn to the official apn setting?  Normally its the issue.

If its same, use another phone to test your sim card, or another working sim on your non working phone.

To be accurate, MMS does not use any of the metered mobile data.  It does use mobile data that is routed through the MMS proxy.

@jessica_quintal Some models of that phone are not very compatible with Public Mobile, check your specific model here: https://willmyphonework.net

Make sure your data is on, it will not use your data but it does usually need to be on. And ccheck your APN settings, they should look like this:
Name: Public Mobile
APN: sp.mb.com
Proxy: Leave blank
Port: Leave blank
Username: Leave blank
Password: Leave blank
Server: Leave blank
MMSC: http://aliasredirect.net/proxy/mb/mmsc
MMSC proxy: 74.49.0.18
MMS port: 80
MCC: 302
MNC: 220
Authentication type: Leave blank
APN type: default,mms,agps,supl,fota,hipri
APN protocol: IPv4
APN roaming protocol: IPv4
Bearer: Unspecified
MVNO type: GID
MVNO value: 4D4F
