@HafsaYahya If you were attempting to activate a SIM, it's best to check your credit card for any charges. With no charges you should try again after an hour to allow the PM system to reset.
Try calling 611; success implies the SIM has activated.

Could you give us more info. You need a Public Mobile SIM card for activation.
