when I try to dial out, I am getting a message that my plan does not include talk. I can accept calls, but unable to dial out. I just started the $40 5GB unlimited calling plan on Dec 2.

You need to format the number correctly to dial extension. I have bus stops in my contact list so I can say OK google, call bus stop 688. It then dials, and pauses for it to answer, then dials the stop code.
So, +15199002061,688 dials the number, then waits using the comma, then dials the extension.
This is a publicly published number for a public transit system.

figured out what the issue was.
for the number that I was trying to dial, the extension number was part of the saved number.
this didn't cause issues with Chatr and Fido, so I guess, Telus network behaves differently.

If it's new since the plan was changed, did it happen right away, or just started today? Possibly a phone restart is required.
After trying these procedures suggested above and still not working, your plan features may not be provisioned correctly. Try the lost/stolen phone trick to re-provision your plan again.
1. Login to your self-serve account.
2. Report your phone lost/stolen using [Plan and Add-Ons] --> [Lost/Stolen Phone]
3. Logoff
4. Wait 5 minutes and login again
5. Report your phone found.
6. Re-start you phone to provision your account again. i.e. enable all features of you plan again.

Can you double check you've dialled correctly? I get this message when I dial a contact in my address book that isn't written correctly (I need to revise my contact list). Sometimes a missed number, or an extra?
If it's new since the plan was changed, did it happen right away, or just started today? Possibly a phone restart is required.
