I can not call out, but I can receive calls in.

For some reason, I can not make a phone call out, but I can receive calls. My data is also working.

@EditheJ    I think all calling nowadays requires the 1 in front of any number being called regardless of whether it's long distance or not.

This actually worked. It will call out if I dial 1 first, but not if I just use the area code and the number.

@EditheJ    Is this a new activation? 

First try rebooting/toggling airplane mode on/off.  Also power off the phone and remove the SIM card and reinsert after couple of minutes and reboot.

Please try making your call by dialing 1 before the area code. That shouldn't be necessary, but sometimes, it gets around a glitch in the system.
