@480ruger, the requirements are covered by the knowledge base article. You need to get a temporary number and seek moderator team assistance to port.

@480rugerAnother option is to open a new PM account now and get a new phone number here, then once your account is all set up and your service is working contact the moderator team to transfer the Koodo number to the existing PM account.

PM and Koodo prepaid are using the same back-end. Therefore, the automated number porting system is treating the PM and Koodo prepaid as the same provider since they are sharing a back-end. This is the reason why the "Check eligibility" was giving you the error message "we are unable to transfer your number".
