I live in Spain, can’t enter my account to cancel subscription, it requires my phone number otp verification which is not available here, solely by email isn’t sufficient. No customer support answered to me. What to do

Did you call 1-855-4PUBLIC and enter your PM number then disable AutoPay? After 90 days of nonpayment. Your account will be closed.

if you live in Spain and don't plan on returning to Canada, just call your payment card provider to cancel payments to your Public Mobile account.

you can get the code via email. Just click Didn't receive code or Resend code and choose email
if that is not an option, you will need to ask PM support agent to help to disable Autopay or remove credit card
You won't be able to ticket using Chatbot if you cannot login, but you can still submit ticket by direct message:
