Was the device your using previously used with a Canadian mobile service provider?
It really should work, unless it's a 'new to you' device from an outside North America build.

Quickest way to get a sim is check if there's a Mobile Klinik in your area...they have sims for about $10. Alternatively, Amazaon has 'em for about $5 with FAST shipping too. Once you have sim you can download the PM app to activate your new account.
added...I just remembered...esims are free so you didn't pay anything for the esim. You likely pre-paid for your new plan. Once you get the hard sim and download the app, you can activate your plan.

there are no refunds with Public Mobile. Why you ask ? You may be entitled to credit to your account.
