How do I set up Text-911?

Hey Public Mobile Community! 

I’m deaf. I want to set up this text-911 service that I believe all Canadian mobile phone carriers offers to their customers for free. 

I am unable to find a way to turn it on. 

Can you please inform me how to set this up?

The links in this document don't allow me to register for this free service.  Why?  They're dead links.

I've referred to the information in this dialogue (https://productioncommunity.publicmobile.ca/t5/Get-Support/T911/td-p/644856) and none of the links or suggestions are working for me.

Do you have any additional ideas of how I can access this free and important service?

It's called T911. User challa said that you text something to a short code number.
