You wouldn't be able to claim the holiday bonuses without an active account. But if you don't top up at your next renewal it will become unusable. An active account costs as little as $13/month.

You can collect the Holiday promo during activation or you can use it on an active account. 

If you are asking if you can use the free data without having an active account the answer is no you can not, it is free for new and existing customers but an active account is required.
