If that is the case, you will need to get a newer phone that supports unfortunately. Or find another provider that has not yet done this same turndown. Research them first.
Did you receive a message from Public Mobile last month regarding this? They did send messages saying they've teamed up with Telus and Koodo for affected clients to get a new phone or switch to them.

What is make and model of your phone?
PM has recently decommissioned 3G 850mhz.
Go to your phone setting and switch to VoLTE.
