So I lost my phone which had a public mobile sim card and number. I can no longer access email associated with that account.
Is there a way for me to be able to get my old phone number on my new esim card? What are my options

You will need access to either phone with active PM SIM or email associated with your PM account in order to receive confirmation code.
If none is available (it looks like it) contact agent to see if they can do anything for you - to transfer your service from lost SIM to new eSIM.
