Firstly, please note we are all customers like you. Please remove your friends private phone number off these public forums.
Second, sadly PM doesn't mention that you have to finish the signing up with the app on the cell phone. Kind of dumb, yes, but it's the only way.

Your friend needs to download Public Mobile app and complete the activation. using the app
