When a plan gives me "free international texts", does that mean all standard text messages coming in and going out of Canada to anywhere in the world are free?

"Included" would be a better term.

Yes.
Services are only included in Canada or in the U.S. if you have a U.S. roaming add-on.
On currently offered price plans that include text messaging (all current plans except the $30 data-only plan), it's actually "global" text messaging. I'm not sure why they don't fix that as it causes confusion with people then asking "is Canada included?" (which it is).
"International" text messaging does not mean that you can send and receive text messages while you are anywhere in the world.
