If true, dispute it with your bank.
Curious your write "bank". Do you mean a regular old bank account?
Cause public mobile doesn't accept bank (ie checking/savings) account payments.

You have never used the service.
But it appears somebody else has offered your credit card as payment when subscribing to the service.
Who knows what other charges might appear on your credit card.
Cancel the card immediately, get a new one issued with different numbers. And go through your transaction history, decline or reverse or challenge all charges you don't recognize as your own purchases. And immediately change your passwords to email, banking, etc. Change your computer login password, change your phone lock screen PIN, put a PIN lock on your phone Settings (so people can't view or change your phone's PINs if you let them make calls on it, etc), put a PIN lock on your SIM (so people can't put it into another phone to get info off it), and if you haven't already been using those locks then it's probably time to start.

If the transaction has public mobile in it and you are totally sure that you have not used the service, I would suggest contacting the service agent by direct message at, https://productioncommunity.publicmobile.ca/t5/notes/composepage/note-to-user-id/22437. They will be able to see which plan used your credit card and provide more support disputing the charge.

@Seanstone What is labelled on the transaction? Perhaps someone in your family member used it? Is it exactly $35?
