On March 25th, I recently signed up for the $10/30 day plan. My recent credit card bill shows two charges for Public Mobile. One for the amount of $10.50 with transaction date of March 25th to SP* Public Mobile Toronto. And then another with transaction date March 29th to Public Mobile 855-4782542 BC for an amount of $11.20. Why am I being double billed?

Public Mobile 855-4782542 BC Should be the plan.

One of those would be the plan. The second one at 12% anyway. The other could be a SIM ordered online sent to AB at 5%.
Have a look at your payment history in the self-serve.
How many accounts are you running?
