Double OTP Issues

I am trying to transfer my number to Public Mobile. However when I login to the app, it sends an otp to my email. After I enter that it shows another otp validation, this time sent to my number. 
However, the number is not yet active so I am technically unable to login because I am unable to receive the sms or voice note
