Does going onto any Public Mobile website count towards the data limit?

I noticed that after browsing the community for 20 minutes on LTE that my data usage in self serve didn't change. I went on another website and Snapchat after that for about 15 minutes and this time my usage increased.

I find that the usage online is fairly accurate and almost up to date most of the time compared to my Phone tracking App. But as mentionned above forums are mostly webpages with text only most of the time so they don't eat a lot of your data, and are very unnoticeable but it is still there. Any other site that requires loading big data as HD pictures, videos, ads will affect it noticeably. But sure use the community all the time, out of 12 GB if you use it everyday for 3-4 hours it might eat 50 -200 MB/ 90 days depending on which browser, and the ammount of pictures loaded

I wish community forum data excluded from data usage.
Pm data usage is not 100 percent accurate sometimes it's take times to update as well.

anything that requires a connection will use data. Websites will most likey use less data than snapchat, youtube, ect. Im not too sure what the refresh time is for self-serve.

All usage counts.  If you are not seeing the data registered in the system, it may be because the display in the self serve portal is not 100% real time.  I don't check my usage online at all, so I can't confirm the degree of delay.  I use the data witness app to track usage on my phone.  I find the fidelity to be really good.
