I spoke to an Apple technician and they asked me to ask my cellular provider (Public Mobile) if they provide eSim transfer to iPads in particular. I know Public Mobile supports eSims in iPhones but iPads?

yes you can
get a new Public Mobile sim card from Telus or Koodo store
Then if you can still login My Account using email to get the 2FA, login and then go to Profile page to update sim card number
if you cannot login , ask PM support agent to help, you can submit ticket by direct message:

Public Mobile does not transfer eSIMs. A new device requires a new eSIM. However, Public Mobile does not support iPad eSIM.
