I cannot get into my account to change my plan because I do not have that email no more.

You don't need to have the e-mail active - you just need to know the e-mail address. It's just a username.
If you remember it, enter it in the username field, then enter the password.
If you forget either of the above pieces of information, then yes, you'll then need a Customer Support Agent to amend the registered e-mail address to a current one you use.

You'll have to get your email address updated for your account with help from a CSA from Public Mobile.
Get CSA by either by using the Chat Bot Simon to get a service ticket or send a private message to CS_Agent
