There is a problem of signing up a phone plan using TD Debit Visa card. Two cards were tried and they both failed, however, there were enough funds available. Seems like this problem does not occur with regular credit card. Is there anyway to fix this except having to use an actual credit card?

Yeah. Been with PM for several months and today my payment failed for same reason. They suspended my account without any warning. I’m sorry, but that is unacceptable. I contacted PM several hours ago and still haven’t had a response back yet. Just switched to FIDO because I can’t have that happen.

The payment system is finicky at times. No recent reports from other customers about specific issues with Visa debit cards.
The website is finicky and has caching issues. Might want to try with a different web browser, clear cache or incognito mode. Or even try a different device.
Postal code of the credit card/visa debit needs to match the area code of the phone number.
