Why is self help online saying that my data still has 10 gb unused and I get a text saying I've used all my data?

open ticket with PM support and ask them to check it for you

There is a glitch in the system when PM sends out a text.

Your account is update but clear cache, cookies and go incognito.

Also, is your data counter app on your phone enabled? It could be the app, PM is on a 30 days cycle and counters are monthly cycle.

Page caching issue.

Try using different browser. Try Incognito mode. Clear browser’s cache. Try forced refresh.

Because of terrible caching. Click the little spinner refresh icons lower down or use private mode. The plain page refresh isn't enough.

create a ticket for cs_agent about this and explain the situation. they are the only people who can help to fix this problem. but remember that they will ask you to answer some question for verification and this system os sending messages back and forth takes time and it night take few days to get the issue resolved.
