Tried everything you suggested here using two subscriptions ,am IPhone 13 and Umdigi Pro 5g. Same for both. I have lots of data left

Data speeds can vary significantly from tower to tower, location to location. When I walk out onto my street and start to lose WiFi connection, the data speed initially is literally zero. About 6 houses down the street, the phone will switch towers. The speed change is dramatic.

Im in BC and not having any issues; haven't seen anything reported down.
The issue could be local to a cell tower in your area as well, check for a hyper local issue/emergency that could explain.
I know it might sound silly, but try rebooting your phone. I find when I am near the border and my phone is jumping between cell towers i get slowdown issues which are resolved by a restart. Hope you are back up and running soon!

what phone you have?
0 to 1mbps is defintely not right. But did you use up all data? Login My Account and check
if you still have data, reboot the phone and then Reset all networks
Test different network mode, 5G, 4g (LTE) or 3G
and test your sim card in another phone
also, test in different area, maybe just network problem where you are now
