Ive reset network settings, rebooted device, everything short of a factory reset, i am in ontario, i have no access to data, this is like the 5th time this billing period. What is going on?

What phone do you have? Telus outage map shows active issue in Vancouver, Winnipeg, Calgary but not in Ontario
I would has PM to reset your account in the system
Just open ticket with PM using the Orange Chatbot icon on the lower right. (For 2FA when login, you might need to use email to receive if you cannot receive the text on the phone.) Type the question Submit ticket and select Contact Us to get to ticket open screen
