@dahliacassel did you just join PM? Was the data ever work on this phone with the PM network?
If data is an issue, usually it is the APN
Check the VPN section on the phone and delete all VPN profile
Check if it works
If still does not work, please check your APN settings, compare it with below and try to update it and save:

Did this. Still not working. I can run speed test over wifi and it works but when I disable WiFi and use either automatic network selection and manually choosing public 3g it does nothing

Try resetting the network setting on your phone but you need to re-enter the password for your home WiFi.
This happened to me once.

log in on your laptop, then look for that little spinner thing...
If you've used up your data, it's done until next regular renewal OR you purchase a data add-on.
Let us know if you still show data available for further direction.

Android or iphone? If you click on any little spinner refresh icons lower down, do you see that you have data available?
