Anyone else see decent enough data throttling when viewing Youtube videos and social media such as Instagram? 1080P is almost unusable due to the amount of buffering that occurs and videos on other social media platforms take a couple seconds to start. This is versus WiFi or Rogers line I have as my main line which is instant. Data speeds on Public are more than fast enough to stream these videos without buffer. I suspect there is data video throttling.
Anyone have similar experience?

Youtube will run fine on Public but it defaults to a low resolution which is why it doesn't buffer. Moving it up 1080P is when the buffering starts.

I have been with this service since 2016 and have never encountered any kind of traffic shaping other than the hard throttles on the 3G/4G/5G plan speed caps. "Unlimited data" plans were introduced for a brief period of time which would incentivize traffic shaping. That part of history is in the rearview mirror and it makes no sense that they would try to prevent customers from consuming more data which is good for the bottom line.

Speed test is 140Mbps down. It's an eSIM so I haven't tried a different phone. I am running both my Rogers SIM and Public eSIM and switching to Rogers SIM for data, everything is instant. When I go back to Public for data its struggling to load 1080P videos and each say Instagram reel takes 1-3 to start.
I have googled this and it seems Public and Telus do video throttling.

I have no trouble with YouTube or Social media
Did you try speed test? What speed you got?
And try uninstall and reinstall YouTube or those app and should helps

@JackB31 I haven't noticed any throttling on videos as of yet, Youtube still working fine for me. Have you tried restarting your phone or trying the SIM card in another device to see if it continues to happen? What are your download speeds like when tested?
