@Zz that's one possible scenario. @Bruce10 did not give us enought information to make an educated guess at this point. Additional add-ons? What additional add-ons? What add-ons were previous to the additional ones? Did data work previously and now isn't? Until we get answer to these questions which @Effort and @MoreYummy have directly or indirectly asked, it's really hard to say what the issue is. Could be misconfigured APN. Could be that Bruce didn't complete the 2nd step of the 2-step add-on purchase process. Could be they have mobile data accidentally turned off on their phone. Could be they used up all the data somehow and didn't realize it. Could be as you say they purchased a US Roaming data add-on by mistake.

More information is required. Could you go into your self-serve account and post a screenshot of your payment history?

What addon did you put on? Roaming or just normal data?
Try to restart the phone.
If this is first time using data, you need to add APN.
