Public Mobile only works in Canada and the United States. It does not work outside these two countries.
The only option I can suggest, is to check with the cruise company if they have WiFi on the ship which I'm sure they do but what the cost is. If you get WiFi, you may wish to look at the app TextNow. It's a free app that can get you a local number to where you live and it can be used via WiFi on the ship. Hope this helps and say hi to Issac for me.
