Hi, I'm new subscriber and want to get new line but I don't have credit card or debit visa at all, I do online banking,
right now I'm buying voucher for phone line I have, now how I'm going to subscribe to new line

As you mentioned after subscription I can able to change my payment method by voucher, so temporarily I used my mom's credit card

I tried to use a prepaid Visa and found out that you are no longer permitted to use one to open a new account. It has to be a bank issued CC, or a visa/mastercard debit card.

@Mike01 sorry, voucher can mo longer be used for activation. What you can do is to get a prepaid Visa card from store and used it for activation
As to the voucher you already got, once an account is created, you can load it into your account to used towards renewal
