I changed to service provider. But public mobile service Continuously charging. I need help to stop charging and those charges already taken to get back.

The only way to stop Public Mobile from charging you is to toggle off the subscription status in your self-serve or successfully port your number from this service to another provider.
If you didn't do either of those, the service will continue to bill here, as it should.
To contact a Customer Support Agent, there are 2 methods:
Watch for their response in your Community private mailbox which will be indicated by a number on the small envelope icon to the left of your Community avatar.

Did you port your phone number fo another provider? That should have closed your account if successfully transferred.
