how does the Community work ? It's an on-line community of Public Mobile customers just like you and me. If someone comes to the Forum with a problem we,  community members, can give suggestions or directions to get resolution to your question or problem. I guess you could say it's based on crowd-sourced information. Several community regulars have been around for a few years and have seen many many issues and provided great suggestions for that customer to try himself rather than ask Customer Support. Newbies are encouraged to participate as well as long-timers. You can provide a Bravo if you see value in the response. If you are the one who posed the question and you got a resolution, you can thank that community member who helped you by providing the coveted "Solution". 

If you see someone posted a question and you think you can contribute to successful resolution...go ahead and jump in with your suggestion/contribution...after all, you're a Community Forum member too ! You may even end up getting a few extra Points for your input.

Giving bravos does not directly result in rewards for the person giving them.
