you can't make collect call using Public Mobile. In the old days, you would go to a payphone and dial 0...tell operator you wanted to make a collect call to area code, number. She would call that number to see if they'd accept the charges. If so, then you could talk to your party. Like I said...that was in the old days...not certain if that still applies.
