If you change plan on Nov 13 and renew at same day, then PM would immediately charge you for new plan. If it's the case you won't get refund, because PM is pre-paid service.

Did you do a change plan now around your renewal time?

Any extra $$ will just sit in Available Funds, to be used at next renewal.
Did you manually add the $45.20 or do you have a valid credit card or Visa set to Autopay ?

Do you see that charge on your transactions history?
Do you see those extra money on your account?
Can you see charge on your credit card?
Did you do change plan Now (2 plans for $40)?
If you have extra charge on your account you can leave it there until next renewal. It might take same time to receive refund as reaching next renewal date.
If you still want refund, contact agent for assistance.
