I just activated a 4G plan, but found out after I activated it that my phone (Huawei p8lite) is only compatible with 3G. Am I able to get a refund and start a new 3G plan on the same SIM card, or just transfer from 4G to 3G mid plan?

@gyeh your options as I see them:
1) Get a phone that will work and enjoy the service you paid for
2) Use this phone with Rogers/Fido/Chatr where it can use their older GSM network
2A) You could try reaching out to the moderator_team via private message (details below) to see if they can give you a refund, but this would be an exception as typically prepaid is prepaid at your own risk

Probably the best solution is getting a compatible phone that can operate on most Canadian networks. You can consider it discounted by the price of the 3 months of service that you would otherwise lose, and also consider it a great opportunity to get a more modern phone (much faster, that would provide you with much faster data and actual reception, that still gets software updates and all that). The 90-day plan costs almost half of what Huawei originally charged for that phone anyway.

I think you're right, I have the 2015 release. Since this one isn't compatible at all, what would you suggest, since I've now paid for a 3month plan that I cant use.

@gyeh do you have the P8Lite (2017) (https://www.gsmarena.com/huawei_p8_lite_(2017)-8516.php) or the P8Lite (https://www.gsmarena.com/huawei_p8lite-7201.php)? The 2017 version is compatible with Public Mobile, where the other one is not. I suspect you have the other one, explaining why you can't make calls or text. The non-2017 version is missing 850MHz, half of the required 3G frequencies (though it does have 1900MHz). It only has one 4G LTE band (band 7) that's useful with PM, but it lacks the primary band 4 and some other helpful bands, so depending where you are, you may not even get an LTE signal (and LTE is not usable for calls).

My plan is actually not working at all, not even the calling and texting. I tested if it would work on an iphone and it did. I thought it was an issue with the 3G vs 4G plan but do you think its another issue?

@gyehUnfortunately they do not give refunds as this is a pre-paid service, but you can change plans if you are willing to shell out the money for a early renewal. But If your data is working (only on 3g) you may as well continue to get 3G with your 4G plan, and lock in the 3G plan for next renewal now to save some money.
Your existing sim card will work, you will just move over to a different plan. Since you are already using 3G on a 4G plan, you will notice nothing different, except the fact that 3G data is significantly cheaper than 4G data.
You can always contact the moderator team to see if there was any cost adjustment they would be able to do but I would not hold my breath. For more information about contacting a moderator Click Here
