Was that the order you applied to your self serve account?
You need to add money into your account first then change to the plan you want and reboot your phone.

Try rebooting your phone and/or toggling Airplane Mode on and off.
It sounds like you may have chosen to do an immediate plan change which would be the case if your card was immediately charged.

Exactly what won't work?
What plan did you come from + change to?
If you selected to change plan on next renewal date, Public Mobile actually hasn't done anything to your account. (You can still cancel the change before the renewal date comes.)
As many have alluded to, if you "Changed plan now," Public Mobile basically drops your current plan (and any remaining minutes/data/etc) and starts your new plan. As it starts your new plan, it will need money to fund your new plan. Therefore, it needs money, either from the Balance in your account (from vouchers, or other top-ups) or your Autopay credit card (if set up).
Let us know what happened exactly that could give us more clues if it didn't fall into the above scenarios.

Did you do change plan on renewal or immediate plan change?
Please provide more details. Check if you are still active and what plan is shown on your account.
