I have changed carrier and was still billed by Public Mobile. I need to get a refund

You can contact their customer support agents to ask, otherwise just request a charge back with your credit card supplier since you are no longer dealing with public mobile.
To contact a Customer Support Agent, there are 2 methods:
Watch for their response in your Community private mailbox which will be indicated by a number on the small envelope icon to the left of your Community avatar.
