If that plan isn't available in your account, you can also contact customer service.
1. Visit https://publicmobile.ca/chatbot
then type "Submit a ticket", then click "Contact Us", Then click "Other", then click "Click here to submit a ticket ↗"

Just login to My Account , go to Plan & Add-ons page, click Change My Plan
It will then give you the list of different plans you can change to (there are 2 arrows on the far right to scroll up and down) Pick the one you want there
Just make sure you know the difference between Change plan now and Change in the next renewal date.
People usually select Change in the next renewal date to avoid waste money if you don't need the extra data or minutes urgently.

@Qnpcyu , plan change is a self serve function. Simply login to your online account using incognito mode on the browser and go to plan and add-on tab. From there you can select the plan change function and select the 4G plan that you desire. Good luck.
