I just changed my plan and topped up my account with the funds needed. and my account wasnt updated. now if i try and change the plan it will not allow me. can someone look into this please. thanks

Did you issue get resolved? Was it a glitch in the system?

Was your account expired? If so, plan changes on expired accounts can only be done by a moderator. Since you've already topped up your account, then the only thing you'll need to do is contact a moderator as @Someone_here mentioned, giving them your phone number and the details of the plan you want.
