Hi, I will be traveling to Peru, Chile, and Bolivia soon, I am wondering if I will have cellular reception and will be able to text or call in case of an emergency and if so do you know the fees?

any tourist resorts has a wifi free,
and keep your device in canada and do Call Forwarding,
Call Forwarding (publicmobile.ca)
i suggest you to use a app Textme or Talkatone, and you will getting new canadian number for Free from that app,

PM has no service in South America, so you likely will need local cell plans if you move around a lot and cannot always rely on wifi.
Check this link for what you may need.
Note: If you plan to be away for several months, it may be worthwhile to suspend your PM account at home, the money saved will pay for a good chunk of the local cell plans you use abroad. But in that case, remember to make a payment before the 89th day to keep the account alive and not lose your number.

Public Mobile services only work whilst you are in North America (need Roaming Addons to use while in the U.S.A.)
Please know, that after 90 days of suspended/non-payment status, your account will be permanently deactivated, which means you will:
1-Lose access to your phone number (and Self Serve account), any rewards or Available Funds balance that was in your account at time of suspension, and won’t be able to transfer the phone number to a new provider in the future.
2-Need a new Public Mobile SIM card if you decide to activate a new Public Mobile account.

Or, keep the plan at the lowest cost plan of $15, so you don't lose your number.

@Minro No, PM does not have roaming outside of USA. So, you won't be able to use your PM SIM in Peru, Chile and Boliva.
Your best best is to get some local data sim and use VoIP apps, like TextNow to make and receive calls. Download TextNow and obtain a Canadian phone number. Give it to friends ahead so they can reach you by that TextNow phone number. As long as you have Wifi there (or data from local prepaid SIM), you can receive the calls
