I tried calling my dad who is on public and it doesn't go through. Is there something wrong with the network? I checked the public mobile account and the next pay day is August 11. Also, I don't think he has exceeded the 50 minute limit.

I tried to change the plan but instead just added a top up. How do I change the plan today? The only option is to change on next renewal date.

You can check the remaining minutes by logging into that phone number's self serve account. If need more minutes, you can add them inside that self serve control website.
Take sometime to get to know what's inside, so you can get to know what they are.

Unfortunately I don't have access to the telephone. My sister told me that he cannot receive or make calls.

You should be sure and check into his account. 50 minutes goes very fast. How many minutes does it show for his usage?
Can he make out going calls? Maybe he is on DND mode? Do you have access to his phone? Are you sure his phone is turned on?
