If we are down in The US and we have the unlimited Canada - US plan can we call down in the states or is it just if we are in Canada we can call the US

Yes, you can still make the call if you are in the US

you said you have a Canada-US plan, then you can use the data in US too

for voice and text, you can call  from Canada to Canada and US, and you can also call from US to US and Canada

if your plan is $34 50 GB Canada-US plan 

Data can be used in Canada and IS up to 50GB, once you consume all data, you will not be able to use data till your next renewal

In US , you can call both Canadian and US numbers without any extra charges
