If I have Canada-US plan, can I make phone calls to a US number while I am in USA?

Yes. All calls/texts to/from Can/US work in either country, as does data. But for phone calls to work you need a phone that's on Public Mobile's VoLTE whitelist:

Make sure to enable data roaming on your device, and set your preferred network to 4G (as AT&T 5G doesn't work).

Texting to canada from the US and to international numbers are free.

Yes. These plans include calls to and from both countries.
