They shut off my account and won't let me update my credit card details. This isn't the first time this has happened. How do I fix this?

did they just suspend your service due to non payment? If so, that is normal. PM is a prepaid provider, you pay first and you use the service for the next 30 days. If payment is missed for any reason, account cannot be renewed and will be suspended
Wait an hour and try again
If issue persists, you can buy a voucher form SDM/711/London Drug/Shell and you can load the voucher using *611
or you can open ticket with PM support and have them to confirm what was the issue
