I’m trying to switch to Public but I encounter an error when I go to ‘resume activation’. There is no error code, only ‘XXXX’ is displayed. I’ve been trying for three days now.

so did you download the free PM app to start your new PM account ? Make sure your old account is active in order to port successfully to new PM acct.
