Can’t make a call to UAE

Hey I can’t make a call to Dubai from my Canadian number. It just says “Public mobile here sorry your call cannot be completed as dialed”. I have over 500 minutes of international calling.

Sorry, but U.A.E. cannot be called using Public Mobile services.
