Hi There, my new sim is not activated, and I don't have my old sim, so I can't get a verification code on my phone to log in. What are my options?

Your old account and SIM card must be active to port your number over to PM.
You need to contact your old carrier and check that you don’t have your old SIM and give you a replacement SIM.
If your old carrier is Telus or Koodo, they can complete the porting without a SIM.
If it is not Telus or Koodo, your only option is to pick a new number.

some accounts were not fully activated and won't see that option. Don't wait, just message support agent for help

Thanks so much... I didn't see an option for "send email", it kept looping me back to the sms text with only option available being "resend", I'll give it another try and see if I missed something.

so you are changing sim card?
You can try to click "Didn't receive code" and then "send email" to have the code send to your email
if that does not work, you can ask support agent to help, and also update the sim card number
