Can't call on certain numbers

I'm having issue calling on certain free numbers. One of them is Aeroflot free call number in Canada. It keeps saying: 2uv1. Your call cannot be completed as dialed. What can be the problem?

I called that number from my PM phone and got the error.

I called using my freephoneline.ca home phone and was ringing for a while and then stop.

Aeroflot may have stop the toll free service in Canada.

2uv1 is all circuit are busy error.

Try early in morning or late at night when they are not busy.

Some toll free numbers are not accessible within Canada.

@Arina what's the exact number you're trying to call? Aeroflot is in russia there are no long distance add-ons for Russia
