I registered my sim first before selecting a plan. Went to screen saying loading PDFs. Followed by a continue button which didn’t work. Then I tried selecting a plan which didn’t work. Did I do steps in incorrect order?

Ensure you visit activate.publicmobile.ca ! This site will walk you through the steps of activating your SIM, it will then allow you to choose your plan followed by payment options.

You can post a screenshot of what you see and are you moving a number over to PM or getting a new number.

All you need to do is follow those steps to activate a sim.

As for what you said I am a little confused "saying loading pdfs" never heard that one before.
Did you get to a part where you enter your credit card details? If you did and passed that part then you should check the sim card by putting it in your phone and see if anything works after checking your bank to see if you were charged.
If you were not charged and did not get to that part i suggest you open chrome incognito mode and follow the link above to activate your sim
