PM eSim was not in my cellular screen

no, you might not need to can the QR code at all, I think the esim is there
Please check Settings-> Cellular screen and see if the PM esim is there

I did check my email to find my QR code when I try to add QR code to my phone it shows unable to activate eSim card

reboot phone and try again. But before doing so, make sure the PM esim not already there, it can't be installed again

With the error, it might be because the esim already install by the PM app (hence no need to manually install ). I assume the esim just not configured properly
you might first make sure the old carrier sim is removed or disabled if it is an esim
And Go to Settings-> Cellular or sim manager and make sure the Public Mobile esim is there and enabled (or Turn on this line option is enabled) and set as Primary. Then Reset Network Settings.
In case you don't see a Publc Mobile esim there, check the Welcome email from PM and there is a QR code to scan and install the esim
